However, it is held back by a too cautious and too traditional administration, reluctant to reform, and therefore sowing the seeds of revolution. Victoria 3: State and Revolution is a new immersion pack for Paradox Interactive’s grand strategic societal simulation of the world in the 19th and early 20th centuries. State & Revolution focuses on the history of Russia, one of the major players in the era, beginning the game in a delicate alliance of conservative monarchies, desperate to industrialize and consolidate its many holdings, while keeping restless subject cultures under control.
