December 17, 2025 – Hooded Horse is excited to announce it has partnered with legendary British studio Ndemic Creations to take over PC publishing duties of Rebel Inc: Escalation, a unique and deeply engaging political/military strategic simulation where players must balance competing priorities and deal with a deadly insurgency in order to stabilise a war-torn country.
First released into Steam Early Access in 2019 (entering 1.0 in 2021), Rebel Inc: Escalation offers a deeply engaging, strategic challenge inspired by the complexities and consequences of modern counterinsurgency operations. Deploy across eight different regions and experiment with the abilities of eight different governors across campaign mode, challenge mode, as well as competitive and co-operative multiplayer.
Inspired by real-world events in Afghanistan, the game’s simulation is highly detailed, featuring real-world development initiatives and an innovative representation of counterinsurgency tactics. The game has been praised by the World Bank and was even featured at a major international peace conference.
The partnership covers Rebel Inc: Escalation and all DLCs on PC, but does not cover the original mobile title “Rebel Inc.”

The game is localized from English into German, French, Portuguese, Spanish, Italian, Turkish, Russian, Brazilian Portuguese, Simplified Chinese, Traditional Chinese, Korean, and Japanese.
